About the model
This description covers the model’s capabilities. Available in Ailoot inputs, outputs and options are listed for the selected method below.
gpt-oss-safeguard-20b is OpenAI’s open-weight safety-reasoning model for text classification against a policy supplied at inference time. It is fine-tuned from gpt-oss-20b and intended for safety tasks such as filtering model inputs and outputs or labeling online and offline content. The input combines written policy and content; the result is a classification and the requested explanation.
The policy is part of the request rather than a fixed taxonomy built into the classifier. This allows a product to change its definitions or criteria without retraining the model for each policy revision. An illustrative task is screening a message under a community rule: supply the rule, the message and the decision format, then request the applicable category and a brief rationale tied to the policy.
OpenAI’s guide recommends organizing policy prompts into instructions, definitions, criteria and examples. Define both violating and permitted content, clarify which rule takes priority when criteria conflict and provide examples near the decision boundary. Specify the final format literally: a binary label, category list or JSON-shaped decision with rule references. A concise rationale can identify the policy basis without reproducing the model’s internal analysis.
The maker publishes 21 billion total parameters with 3.6 billion active parameters for this edition. Its exact published configuration sets a maximum positional window of 131,072 tokens. The model supports low, medium and high reasoning effort, with medium documented as the default in the guide. OpenAI requires the Harmony format, which separates the reasoning channel from the final classification channel. The model’s raw internal reasoning is intended for developers and safety practitioners rather than general end users.
The guide suggests starting with a concise policy of roughly 400–600 tokens, while making the actual length depend on the definitions and cases needed. It supports evaluating more than one policy in a request, with the producer noting that adding policies can reduce classification accuracy. Leave room for the model’s analysis and the final decision, and test whether the examples and output instructions cover the intended boundary cases.
The release identifies two practical limitations: a dedicated classifier trained on many high-quality labeled examples can perform better on some complex risks, and policy reasoning can be more time- and computation-intensive than a smaller classifier. Use the returned decision in the application’s review process, with an explicit path for an ambiguous case. A useful artifact records the supplied policy version, the classification, the relevant rule and a short rationale, so the result can be compared with the policy and revised when its definitions change.
Practical task
Classify under an explicit community rule
Technical example in English
Classify under an explicit community rule
Apply policy P1. Output labels are PERMITTED and VIOLATION. Rule R1: Unsolicited offers to sell goods are violations; asking how to repair a purchased item is permitted. Example: "How do I replace this handle?" is PERMITTED. Classify: "Buy my spare handles today; message me for prices." Return policy_id, label, rule_id and one sentence explaining the policy match.Expected result
A decision record containing policy_id, one of the two supplied labels, the applicable rule_id and a concise policy-grounded rationale.Check the result
Check that the label follows the supplied sales-offer criterion and that no additional taxonomy or internal reasoning trace is returned.Ailoot Ultra · OpenAI Chat POST /v1/chat/completions openai/gpt-oss-safeguard-20b
